The CLI starts work

Nothing auto-enables

Mined and suggested rules land disabled. Accept is a human click.

Learn is a later pass

Thumbs and comments sit until you hit learn or the sweeper. Review does not invent rules.

No login

Single tenant. Bind loopback. Setup in Ledger writes the OpenRouter key to a gitignored config file.
